The specific programmes and rates change, always check them against the official source. Broadly, these routes can be distinguished.

3. The decision framework for funding eligibility
- 1Is the measure formally accredited or recognised? Many grants require a certified measure or an accredited provider. Without that, the route often drops out early.
- 2Is the application filed before the start? For almost all programmes, the application must be in before the start. Retroactively, funding is usually lost.
- 3Do the target group and company size fit? SMEs, certain regions or employee groups are often a precondition. Check this early.
- 4Is there clean proof? Funding bodies want documented content, participation and outcome. Practical proof can add substance here.

4. The honest cost logic with funding
Funding does not lower gross costs, it shifts the net share. The drivers stay the same as without funding.
- Gross costs. They depend on group size, preparation, format depth and follow-on costs, not on a flat rate.
- Funding rate. It varies by programme and company size and is not a fixed number. Whoever quotes one without a programme reference is guessing.
- Own contribution. Almost every funding scheme requires an own contribution or co-financing. That stays your real cost.
- Administrative effort. Application, proof and settlement cost internal time. That time honestly belongs in the calculation.

A purely illustrative model with freely chosen placeholders, replace it with real programme values. Assume a measure costs a gross amount B, and a checked funding line covers a percentage p of it.
- Net cost = B x (1 - p) + administrative effort V.
- Example calculation: at p = 0.5 and an administrative effort of 8 internal hours at EUR 65, an extra cost of EUR 520 arises on top of the halved bill.
- The benefit stays the same regardless of how high p is. If the prototype built saves the team a modelled 15 hours per week, that is 675 hours over 45 weeks, roughly EUR 43,875 in modelled annual value at an hourly rate of EUR 65.
These numbers are neither a promise nor a customer figure. They show that funding lowers the own contribution, while the actual benefit comes from the measure itself.
6. Why format and proof also decide the funding
Funding bodies check not only whether learning happened, but whether it is documented. A format that only produces an attendance list at the end is harder to prove than one with a clear result. A hackathon produces a prototype plus handoff, a checkable artefact. That makes proof easier and keeps the measure visibly effective after the funding too, instead of disappearing into a file folder.
7. EU AI Act, why funding and the competence obligation fit together
Since 2 February 2025, Article 4 requires sufficient AI literacy among employees, role- and context-specific. A funded AI upskilling programme can practically support this obligation and supply the documentation. But it is not an officially mandated certificate and does not guarantee automatic compliance. Funding eligibility and competence proof are two separate checks that complement each other well but do not replace one another.
